The assessment of the No.6 Naphtha Cracking Project

The No.6 Naphtha Cracking Project is working since 1992. This project was proposed to building up an oil refinery plant and related industrial development. This project was invested 5,744 billion TWD$ and was developed to the fourth phases now. The number of manufactories inside the park was increased from 33 to 76, and the area of park was increased to 2,603 hectares. Annual production value in 2008 has reached 1.1688 trillion TWD$, which is 11.9% of Taiwan's GNP for the same year. This project was planed to integrate the upstream and downstream of the domestic petrochemical industry and improved the independence on petrochemical raw materials supply and the international competitiveness. It will affect the whole country considerably. On the other way, some environmental issues of this development project were discussed for a long time, including the air pollution, waste water emission, waste treatment, nature landscape damage, ecology impact, public health risk, and the change of local culture. In the past there were many assessments to study the environmental impact in different way, including the EIA and related analysis. But the overall review and evaluation mechanism is lack still. Therefore, it's hard to know the entire impact or contribution of this project. The main purpose of this program is to analysis and view the impact in four regions, including economic, environment, social and cultural, and health. This program will assist EPA in recognizing the effect of the No.6 Naphtha Cracking Project.
